Международное руководство по статистике внешней торговли (international trade statistics) рекомендует относить к экспорту и импорту все товары, в результате ввоза и вывоза которых увеличиваются или уменьшаются материальные ресурсы страны. При этом под понятием "товар" имеется в виду не только объект коммерческой сделки, но и продукты и изделия, которые ввозятся или вывозятся из страны в форме правительственной, частной или общественной безвозмездной помощи или даров. Критерием разграничения потока товаров внешней и внутренней торговли является факт пересечения государственной или "статистической" границы. Весь поток товаров, ввозимых в страну или вывозимых из нее, в зависимости от способа пересечения "статистической" границы делится на три группы: стоимость и физические объемы товаров, учитываемых международной статистикой внешней торговли; стоимость товаров, не относимых к категории экспорта и импорта, но учитываемых при составлении платежного баланса (balance of payments); стоимость и физические объемы товаров, не учитываемых международной внешнеэкономической статистикой.
